A tourniquet buried in a pouch is a tourniquet you dig for. The C-A-T Holder stages it on the outside — vest, belt, or bag, mounted vertical or horizontal — held by sturdy snaps with an elastic pull that gets it in hand in one motion, and protected from sun and snags until that moment.
